Беспорядки на киевском майдане Незалежности продолжаются. Во вторник, 18 февраля, повстанцы штурмовали Верховную Раду. В городе не работало метро, пробки на дорогах оценивались в 10 баллов. Въезд в Киев был ограничен. Как сообщают СМИ, наступление силовиков на Майдан началось около 22 часов по московскому времени того же дня. В 1:15 к президенту Украины Виктору Януковичу на переговоры от оппозиционеров прибыл Виталий Кличко. К согласию в ходе переговоров они не пришли, Кличко оценил реакцию президента как “абсолютно неадекватную”, а Янукович призвал оппозицию пойти на компромисс.
За несколько минут до начала наступления силовиков (20:00 по местному времени, 22:00 – по московскому) правоохранители попросили женщин и детей покинуть территорию майдана, объяснив, что скоро начнется проведение антитеррористической операции. После спецназ при поддержке бронетехники начал наступление на баррикады на Институтской улице.
